Michael Hartley

Michael is the President of Bedrock Engineering, Inc. and a Professional Land Surveyor with 32 years of experience in land surveying. He specializes in project management for various types of surveys and right-of-way engineering projects, including construction staking and aerial photo control surveys. Michael's expertise is in managing the surveying components of complex construction projects. He has spent his entire career working in California's Central Valley, with a strong familiarity with survey records in Madera, Fresno, and Merced Counties, which will aid in ensuring compliance with monument preservation efforts.
Dave Hartley
CFO, RCE
Dave is a Registered Civil Engineer in the State of California and is Secretary and Chief Financial Officer of Bedrock Engineering, Inc. His twenty-eight years of post-graduation engineering experience includes design of grading, street, sanitary sewer, water, and storm drain improvements for municipal, industrial, residential, and commercial developments. Dave also has extensive experience in processing plans through numerous government agencies, in managing topographic survey and construction staking projects, and in preparing stormwater pollution prevention plans.
Peter Mayne
Vice President, PLS
Peter is a Professional Land Surveyor and is Vice President of Bedrock Engineering, Inc. His thirty-two years of land surveying experience includes establishing horizontal and vertical control networks and performing boundary surveys, topographic surveys and construction staking.
Jon Hevia
General Manager
Jon is a retired Major from the United States Air Force, where he served as an Airfield Operations Officer and a Combat Airspace Manager. He served three combat tours in Iraq, Syria and Pakistan, including Operation Enduring Freedom, Operation Inherent Resolve and Operation Freedom’s Sentinel. His military experience includes leading large, complex military organizations with Joint and Coalition partners from around the world.
Jon earned a Bachelor’s of Science in Aviation Operations from San Jose State University in 2010 and his Master’s of Science in Aeronautics from Embry Riddle in 2016.
Richard C. Shepard
PLS
Richard is an experienced Professional Land Surveyor since 1986. He has managed various surveying projects involving boundary, right-of-way, and construction. He is skilled in using AutoCAD and Civil 3D for mapping and plan production. Richard previously headed the Survey Department at Giersch and Associates and currently serves as Acting City Surveyor for the City of Orange Cove.
Matt Byas
Operations Manager
Matt earned his Bachelor of Science in Geology from California State University, Fresno in 2015 and joined Bedrock as a Ground Penetrating Radar specialist. Over the years, he has taken on various roles, including survey technician, safety officer, and Underground Locating Manager. In 2019, he was promoted to Operations Manager due to his strong problem-solving skills, leadership abilities, and professional demeanor towards clients and team members. As Operations Manager, Matt oversees all projects from start to finish, ensuring they meet high standards.
